Yes there is, it's called Forums for Android™, you'll find it on Play, or you can use the Tapatalk forum app.
The fact that it's the official app. It used to have a different name but they had to change it due to Google's app name policies.
What was it's name and what policy did it go against? Still, what makes it the official app?

The name changed. It used to be named the same as the forum.
Google wanted you to ask so they made us change it.
