Root After Unlocking, can't receive calls

We decided to unlock my husband's ATT Note 3 and switch to Ting. We used a 3rd party unlocking service. Since unlock, the phone will not receive calls. It can make calls and send and receive texts and MMS. It's a rooted NC2 4.4.2 KitKat stock. I finally tracked down the appropriate modem and re-flashed via Odin, but the call problem persists. The data/cache has been factory wiped several times at this point.

I'm at a total loss. Other than reflashing the whole stock NC2 stock rom, I'm not sure what else to try. Has anyone ever had unlocking the sim break a phone?
 
What actually happens when you do try and ring it, is it going straight to voice-mail, dropping the call, nothing at all? Have you checked you haven't got any incoming call divert setup?

If it connects to the network, can make calls and do texts, I would assume the radio side is all OK on it, and it is unlocked properly.

It rings once, then it goes to voicemail. Thanks for confirming that about the radio/network!

That's funny you mentioned the call divert option. I have never actually been into that part of the dialer settings until I started troubleshooting this issue. Interestingly, I can NOT toggle call divert on/off (the first option, where you add your own number...). It says it's "off"...but? I can definitely add a number and toggle on/off on my S5. Perhaps the dialer apk is corrupted?
 
Just to check it again, I wiped the data in the phone app, opened it again, and tried to activate the "always forward" (first) option under call forwarding. It gives an error "unexpected response from network" and then goes back to it's blank state. It is still bouncing all calls to voicemail.
 
I just updated the whole shebang via Odin...to 4.4.4. STILL no call goes through. Maybe it's a network thing after all!
