Seems to be a really obscure device but according to this,

Will the device connect to the computer you are using and if not have you download the USB drivers related to the device and installed them on the computer?You can use the comptuer to download the USB drivers,"It" needs and then you can download the .apk file versions of apps you need and copy them to the device and install them e.g Google Play files required.
If and when you can connect the device to the computer get an .apk installer .apk and copy it over and then the related Google files.
