The alarm does not works in Galaxy Spica if the the phone is switched off.
It used to work in my old nokia phones.
Is there any settings or app. to make it work?
Do you mean power off completely, or standby (the sleep button)? Alarm should work from sleep mode, but I do not know if it will work when phone is powered off.
The alarm rings when the phone is in sleep mode.

^ This. Smartphones aren't really meant to be 'off', that's why they have standby modes. If you're worried about receiving calls at night, or the effect on battery life, just switch the phone to airplane mode before sending it to standby (hold down the 'end call' button). That way you can't receive calls, and the battery usage is pretty much negligible
