All Android Devices At School Cannot Access Internet Due To Authentication Required Issue

I hope this is the right place to ask this question. It would be a huge godsend for myself and my students if we could figure this out. The techs with the county have no idea how to solve the problem of course.

I am a teacher who's county has just put in a new Cisco filtering system that after one logs into the network (either by wireless or wired connection) a "Authentication Required" box pops up and requests a login and password that looks like this:
The server http://p1-elc-ipt5:80 requires a username and password.....
Username:
Password:

On my wired computers I just enter my id and password and boom I am in. On Iphone devices everything works fine as well. However with every Android device in the building I have tried the prompt for the login never comes and it immediately goes to a webpage cannot be displayed when I try to access a site. For example when I go to cnn.com I get this:
The Web Page at http://p1-elc-ipt9/B0001D0000N0001F0000S0000R0004/http://cnn.com might be temporarily down or it may have moved permanently......

Is there a setting I can change on my device as well as my students that will allow for that authentication box to come up?

I would say someone might have set the authentication server to block Linux devices (because you know, the only reason you would use Linux is for hacking right?). Since Android phones are technically Linux systems, that might include them. At two of our state universities using Cisco NAC, Linux computers period are blocked from the network, and as such, Android phones are blocked (thank god my university doesn't do that though!).

Although how it checks this, I'm not sure on your particular system. Maybe it checks the browser user agent? Try downloading Dolphin Web Browser to the phone and changing the user agent to iPhone or something. Most likely that isn't going to work but its worth a shot.

But it not responding definitely sounds like the system is denying access if it works on everything else. If nothing else, you should probably contact an IT administrator and ask them what's up with that (there has to be an actual administrator that set up the system somewhere in the district). They will be able to tell you for sure since all I can offer is some guesses and from the sounds of it, its being blocked network side and there is nothing you can do short of asking IT.

It looks like it's doing something funky notice http://cnn.com tacked on the end , surely your campus is not affiliated with CNN. P1-elc-ipt:80 isn't a full url. I suspect there is some kind of goofy name resolution issue. Perhaps you could try pinging P1-elc-ipt from a computer and see what that resolves to. Then have the android users enter that ip address http://192.168.0.1:80 for example. That might get things working.
