All Aps were wiped out

I can't find anyone that seems to have an answer to this. A friend was playing around with my Tablet (icecream sandwich 4.0) It appears he was messing with the Language , and wiped out all the apps. If I can only get a google app, or Google play app, I can reconstruct my apps. Like it is, I have no means to do this. Frustrating.
