All Google apps missing

Hello. I have a second hand galaxy Note n7000 4.1.2 with no Google apps or widgets installed. How do I fix this?

If the sd card is missing, the original owner probably had their data installed there, so the apps now appear to be missing. Regardless… enable getting apps from "Unknown sources" in Settings, and then download the Aptoid app. Once installed, you can use it to download the Play store apk. Install Play, and then you can use it to reinstate everything else.
 
Sorry, I wasn't clear enough. For clarification, Google play is the only Google app installed. It says that the other apps (voice control, search, Gmail etc) are installed, but I can't find or use them.

Also S voice and 3rd party voice apps won't work, I assume because it is trying to access the thing that isn't there (or not working.)

You may need to factory reset the device. I agree with Mr Lucky, I bet the previous owner moved a bunch of apps to the SD card and then took the SD card. Thus the play store believes they are still installed. I'm not sure how else to get those back.
