Apps Allways on top layer after 4.2 droid ?

In android 4.2 TYPE_SYSTEM_ALERT show Allways on top layer. After 4.2 - begin from 4.4 - this not working. I have trouble with app launcher - when write for old version droid.

How i can make OnTop layer NOW ???
