AlphadiA, Simple quest question

I am stuck on quest 34, Between Ocean and Sky. I know I have talked to the old man that is willing to buy the painting, but I cannot remember what town he is. I traveled to all the towns twice and still cant find him. I dont know how I am missing him.

Does anyone know what town he is in? Thanks so much. There is so little information online about this game.

I'm stuck in the tower of espers. Can't get any further without unlocking doors but have no idea how to do that. Help!
