Alternative To Google Voice

Recently, I have been having problems with my GrooveIP receiving calls. Either I can't get any calls on my S3 (like today), or the calls come through my regular phone costing me minutes. Making calls has never been a problem though.
Is there a better alternative for making/receiving VOIP calls? I am on TV Mobile $30/month plan, and need to really watch my plan minutes.

Edit: If any mods are around, could you please change the title of this thread to read "GrooveIP" instead of "Google Voice". Thanks.

Google Voice doesn't do VoIP for the "last mile" to/from your phone - it always uses minutes for calls to/from your cell phone. Are you using some other app (i.e. Groove IP) to make that "last mile" VoIP?

It seems okay, until I saw a couple comments about Talkatone sending out invites without the owners permission to people in their phonebooks. That's a little invasive. How long have you used it for, and have you had any issues with it?

I used it quite a bit last year on my phone & tab2 when I had limited minutes on the phone. Now that I have unlimited talk & text, I hardly use it, but it is still installed on my wifi only tablet.

I haven't heard any of my contacts mention they received an invite from it. Unless this has changed since I stopped using it on a regular basis.
