Amber Alert - Can't Stop It

I am using a Samsung S5. An Amber Alert first sent on June 30 will not stop. I have read how to stop the alert and unchecked the necessary boxes. I have pulled the battery. I have cleared the cache. I have spoken with the carrier; they knew very little. I spoke with Samsung.

I tried Safe Mode.

None of these things help. Short of a factory reset, is there any other solution?
 
Can you clear it in ordinary notifications? It isn't a short code?

If it's a short code, you should be able to block it. Some call blocker apps allow you to block short code texts. My phone has blocking capabilities. I got annoyed and blocked my carrier for a couple of hours until they fixed a problem with sending texts. While carrier was working on problem, it was a text message sent over and over. Once the text problem was fixed, I unblocked. I mean, there's a limit.

I don't get them. I have turned them off. My friend has them and hers come from a TV station's app along with the alert system. She gets a double helping.
