An app that utilises snapping for creating designs over graph paper?

I'm looking for an app which can be used to jot down website and phone app ideas. In real life, I've found graph paper to be useful since lines can be traced and the result kept in proportion.

So, with that in mind, anyone aware of an app that allows you to:

1. draw lines that snap to the intersections of the grid
2. fill squares with varied colors
3. annotate over the top?

If their is an app that does this, get yourself a fatty coffee for helping out a fellow
