GPS only uses power when an app is using it - just enabling it doesn't use power. Remember there are 3 location options: network based, GPS or both (or none).
You mention you don't use wireless location.I've played a lot with Android and power usage and can tell you that just enabling GPS does not use power. Of course if you have some app that uses it frequently then it will use a lot, but that's because an app is using the GPS rather than it being enabled.
I am careful about what apps I allow to use my location, and I don't use wireless location (lower power but more apps use it - and anyway I don't want to give Google constant access to my location). That's why I pointed up the distinction between location and GPS.

You can remotely turn on the GPS by sending a text to the lost phone. You can also remote wipe.

Thank youIt should be. Try Settings -> WiFi -> Advanced (that's where it is on my device).
Then Settings -> Location -> Mode
It basically uses Wireless Networks and Cell Tower Triangulation to get an approximate idea of your location.
