Android 5.0.1 on Galaxy S4 Turns WiFi On and Burns Data

I have everything turned off and still this happens. What is bad is that data is being used.

Is there any way to see what app is burning data?

Turn off Smart Mode and this will stop it from connecting to Wifi network unless you turn on the wifi.
Settings-Wifi-SmartMode
switch to off.

I have no such option - my 5.0.1 S4 only has "Show WiFi Pop-up" under Settings > WiFi.

This must be Android version or carrier specific. It does not show in Android 5.0.1, 6.0.1 or 7.1.2. There is an App in Playstore of this name.
