Cache is just like cache on your computer, chunks of data that are stored to be used again. Dalvik cache is the used to maintain the dalvik VM on your Android device.
Wiping either is fine IMO. Dalvik regenerates itself upon boot. Cache will regenrate upon use of the device. If you are changing roms I would suggest wiping both before you flash a new rom.
