If it's been like that a long time that will make it harder to trace the problem. And I don't know what settings the Samsung S10 camera app has (there is no standard "android" camera app has, but a Samsung will very definitely have a Samsung app), so I don't know whether it's possible to set exposure compensation, saturation, contrast in it (thinking of things which, if mis-set, could mess up images this way).
It's also quite hard to judge from a single image (comparing a few images for common features can help identify some problems). I wouldn't currently like to guess even whether this is hardware or software.
