Help Android Charging Speed Through PC

Is charging my Moto X 2014 through a PC usb port slower than plugging it into an outlet. Also, does using a USB 2.0 or USB 3.0 port matter?
 
USB ports supply 500 mA of current - at most that's half of what your phone's charger supplies.

Your phone has a USB 2 port, so it's going to draw 500 mA max, regardless of the pc port.
