If you're using Eclipse, first use the Android SDK manager to install the SDK and at least 1 system image for the android version you want to emulate.
Then go to Virtual Device Manager and create as many AVDs as you wish.
When you want to run the program just start the AVD with the manager, let it load then "run" the project, it will automatically upload and install the debug version of your apk

In Eclipse: select Window > Android Virtual Device Manager, or click the AVD Manager icon in the toolbar.
then follow the Managing AVDs with AVD Manager to make a new Virtual Device Emulator
