Apps Android Device Development

In a nutshell: I want to give up my iPhone 4 for an Android device in order to code on it. I'm assuming that means I have to root it? I'm incredibly new to the scene (or at least as far as being involved), but want to start making epic apps for the Android platform.

I have had some offers (Dell Streak 5, Galaxy S, Inspire 4G, others) but I'm not sure which I can code on and which I won't be able to.

Is there any sort of list for this sort of thing? Thanks loads.
 
You do not need to root to code apps. Root just allows apps to use some things that the phone normally restricts.
As for what phone, you can code on most phones as long as you can get the drivers for your operating system. If you could get one of the Nexus phones, you are guaranteed the ability to use them to test as Google includes their drivers with the Android SDK.
