Android Galaxy 551 questions.

I recently bought a Galaxy 551, I did not realize at the time it does not have a voice dial feature. As handsfree is Manadatory I would appreciate any help to get voice dialing with my Bluetooth. I have been looking at the manual for my phone and found an option that says I need to install voice data required for speech synthesis. Does any one know what this is and where I can get it.
