Hello there!
Well, let's start out by telling us what make/model the device is, what carrier it is on, and if possible the Android version.
If you cannot tell the Android version because the device is relatively unusable, no worries. We can start with the device make and model and carrier:)

Ok thank you is a samsung galaxy

model:GT-I8190L

Thanks!
Well, the thing I guess I would do is to go to Sammobile.com, and click on the "firmware" tab.
You can set up a free account there to download the correct firmware version for the model, GT-I8190L, find the correct country and carrier, and download the firmware. It will take what seems like forever, but no worries, it will download:)
http://www.sammobile.com/firmwares/database/GT-I8190L/

Follow the instructions on how to flash the firmware via a computer program called ODIN.
Do you have the usb cord to connect to the computer with?
Also, to flash the firmware, the device needs to be in "download" mode. To enter that mode, I believe you need to shutoff the device. Make sure it is fully powered down.
Then, hold down the home button, then hold down the volume down button, and while holding those 2 buttons down, press and hold the power button. When all 3 buttons are held down, a screen will come up that have a warning. Choose volume up.
See this video:

To get out of that mode if needed, simply pull the battery and put it back in.

Any questions, just ask:)

By the way, I did move this thread into your device forum just in case I get stumped :)
Take note of the url to follow it later. Or you can follow your original link as I left a 3 day redirect:)
