Android Question

Device: Samsung Galaxy S2
Carrier: Bell
Background: I have been using my Android Hotspot on the go for well over a year for my tablet and occasionally for my laptop. Whenever coffee shops have had a bad wifi signal I have tethered onto my phone's internet wirelessly. One day, it stopped working. I did not alter any settings.
On the phone itself I can do web searches, etc.
Question: Would it be the phone that's malfunctioning or is this one of the first signs that the battery is starting to die?
