Android in 'Safe Mode'?

I know that there is a 'safe mode' for android but this thought came into my mind when Hurricane Sandy was unleashing its force in my neighborhood.

Is there any way that you can switch android to some mode that will shut down ALL bells and whistles and only keep 'phone system' operational in order to save the battery.

Although I would like to have generic information, we have HTC One X and Motorola Razr Droid XT910 in family.

Thanks in advance.

If I wanted to do that I'd turn off mobile data, WiFi, background sync. 2G signal is stronger in my house than 3G, so for me I'd turn to 2G only to save battery, but if you were in a place with strong 3G signal that wouldn't help.

And leave the screen off - that makes more difference than anything else :)
