When you say contents, do you mean the stuff on the SD Card? Also, what device do you own? Such an app might come as part of the phone's PC Software.

Very little of your phone's configuration is done through a PC interface. You can manage the content with several of the sync'ing utilities. If your phone is from a major manufacturer, it most likely came with software as El Presidente stated. If you can't find any or don't like the suite with your phone many people find My Phone Explorer very useful.
