Apps Android no routing from hotspot to data connection

Hey I need some help developing an application that can make a hotspot and in the same time to don't make any routing via data connection ( Access point ). The first part I made it (part with hotspot ) but the second part I can't figure it out ( no routing ), on an Android last version of OS. So please if you can help me to stop redirecting packages from the client via hotspot to data connection, I would be thankful
