Android notification bar during an ongoing call

During an ongoing Android call, we see a "touch to return" message in top notification bar. Is it possible to have a similar notification bar for a custom whatsapp like voip app?

I am a product manager and wanted to check whether this feature is possible or not, before brainstorming with the dev team.

This code is for creating usual notifications. Please refer to the screenshot attached in my original post. I need to color the notification bar and show a singular message, during an ongoing voip call.
