Apps Android OS and App Developer

We are looking to intruduce Android tablets for our business.We are looking to develop & deploy a busiess application for Android OS.

Requirements:

1) Development of Android Apps
2) Changes to the Android OS

Can you please suggest what are the skill sets i need to look for the developer
