Android OS update determined by Samsung or Carrier

If i get the Galaxy Note 2 sim free (no contract) from a retailer and plug in using my existing phone carrier sim card, who determines the Android OS update? Samsung or my existing phone carrier?
 
Part of me thinks it would be your carrier unless you're using an international phone.
Great question. Stand by; more users will def. chime in on this one.
 
All I know is TMO better stop dragging their butts and gives us mutiview already. I would beleive updates arw carrier specific. I was told that once I register my phone (still havent) I should get an update straight from Samsung but I don't buy that. Guess I'll find out when I get around to it.
 
Right after activating my phone I did a factory reset. It clears bugs that may be present before I start using it. Immediately afterwards I rec'd an update of some kind. I'm on Sprint so I don't know what the update bought to the table. Multi view came within 30 days.
 
Hmm, I also did a factory reset since I read its recommended out the box. Guess ill try registering my phone this weekend and setting up Kies (I know, i know) and see what happens.

Going from my experience on a HTC I would say Samsung.

I bought a locked HTC from a carrier. Few days later there was an update but my handset wouldn't get it. Took the handset back and bought a sim free unbranded one from another shop. As soon as the phone was switched on with the sim in it there was an update available.
 
If it is sim free, unlocked and not carrier branded, then it will be Samsung who push the update out. If the phone has any carrier branding on it, then it will be the carrier who you have to wait for. Well, I say wait for but in the UK I think every network pushed their JB update out before Samsung did for unlocked S3's and was the same for the ICS update on the S2.
So yeah, unlocked/unbranded then it's down to Samsung for pushing out the updates.
