Nexus devices usually do receive Android OS updates pretty quickly--the exception being those on the Verizon network (I believe their CDMA network causes a few wrinkles in this process that slows the process down for some reason). But updates on GSM carriers do indeed seem to be sent-out very quickly.
If you root your device, you probably wouldn't want to receive an over-the-air (OTA) Android OS update since that typically breaks root. That's not to say that you can't still receive an OTA if you are rooted but otherwise still running a stock Android OS (ROM).
If you root and install a custom ROM, the custom ROM typically disables the acceptance of an OTA update from your carrier (that's intentional so that things don't get mixed-up between your custom ROM and the new OS that get's updated from the OTA).
