I think it includes the Google (GMS) system apps data being used by "Android OS", things like YouTube, Hangouts, Chrome, Google Music, etc. It's a bit of a FAQ on here actually.

You can certainly turn mobile data off when not using it, but you won't receive online notifications for things like Hangouts, Gmail, FB, etc. though. That's what I do during the day while I'm teaching.

Ya kinda defeats the purpose, we shouldn't have to disable data, hope we can find a reason, anybody that can point me to any threads like this would be great!

It is a bit of a FAQ...have a look at this thread about it. I think it came to light after Mashmallow 6.x released, and how it counts data used by system apps and processes, like the GMS stuff, Hangouts, Chrome, YouTube, Gmail, Drive, Google Music, etc.
Ridiculous android OS data use
There are others with more info as well, just search "Android OS data".

FWIW I've never seen this for myself, and don't know anyone personally who has. Possible reason is, we're not usually using Google services in China.
