Android Pay Requires PIN?

Since swicthing from a Pixel (1) XL to a Samsung S8+, I'm required to enter my PIN every time I use Android Pay even though the phone is alreday unlocked by face recognition. On the Pixel XL I usually unlocked by fingerprint and no PIN was required for Android Pay.

Are some unlock methods accepted by Android Pay and others not? Is this documented somewhere?

I don't know if it is documented, but I do know that face unlock is not considered very secure. I think the fingerprint security for apps like banking and pay is integrated into android security in such a way that I can't set up fingerprint unlock for my banking app without having fingerprints set up for my screen unlock. Same for Google play, and android pay.
