No but one with excellent linux experience could pull this off.
Just route raw data from /dev/video1 (on phone) to a networking port and have your computer pick it up and decode on that side....but as far as interfacing with apps on your computer I don't think thats possible yet

Actually there is a way and this article explains how step by step! It does work because I have tried it myself!!!
