Android phones under 400~

Looking to buy an Android under 400CND. I'm new to purchasing phones so I need suggestions. I will buy unlocked

Must be:
Below 400 (maybe slightly higher)
Good SQ

Preferably:
Android 4.0 or higher
Tegra 3
720p or HD screen
LED display
4.3 inch or more.

Did some research about the S, I will consider it. Should I get Galaxy Nexus for 400?

Buddy if you can get the Galaxy Nexus for $400, do it. Its a great phone, one of the best out there solely due to the development/hacking community for it. while it might not be as fast as the HTC one S, it will be much easier to Root and flash custom roms. If that is your thing of course. If you can't get that phone for $400, then Maybe try the NEXUS S. I can speak from experience its a great phone, and while not the fastest runner in the pack, it can get things done well if you know what ROMS and kernels to deck it out with.plus, I reckon it could be found for low $200 on ebay. HTC One S?

I agree with this guy if you are any type of phone gamer.. Being it has the new S4 processor.. Which is also in the American OneX and EvoLTE- and also the American Galaxy S III..
