Root Android.policy.jar?

There was recently a mod that had something to do with the adroid.policy.jar file, I still have the file on my sdcard but I can't recall what it was for, any ideas?

That's it!! Now I can stop trying to figure out what it was for, thank you. I won't be needing it since Apex now has the reboot option.
