Android screenshot capture outside the application

Can any1 help in screenshot capturing programatically in android .
i tried implementing it.but its able to take screenshot with an application.

now i want that to be implemented to take screenshot of the outside application,like home screen,or any application view etc.

how can this be achived.
please any pointers on this would be helpful.
