Android to HOST

Hi,

I am working on a project to guide the blind students to reach their class rooms.
The student's lecture hall, timing and subject are known at the start of the semester.
So, these details are pre-loaded in the HOST database.

Since the campus is WIFi installed, I am aware of the placement of the WiFi nodes (Access points). Using the WiFi Tags, placed at some arbitrary positions, I create zones to exactly know where the student is.

Now, an android mobile is carried by a student. Please clarify me below things:

1. Android mobile has to scan the list of wifi devices and gets auto-connected to the WiFi node which has the strongest signal strength. Does WiFi Analyzer application serve my purpose?

2. When android mobile gets connected to any WiFi node, android mobile has to send its id and the WiFi node id to the HOST (backend office system) via some access point. How to do this? What kind of applications do I need? Is there any other method to do this?

3. Depending on the received info by the HOST, HOST calculates the shortest path according to the pre-loaded algorithm and send instructions (Like directions: Go to left/right) to the android. How to do this?

Please let me know what kind of APPS do I need?
request you to help me out.

As far as I know, location based data that you can get via Wifi is not pinpoint accurate in Android phones. The best you could probably get would be a 5 meters range calculation, but even that is going too optimistic. I am able to locate myself using Wifi, but it normally gives me a large range like maybe 10-20 meters.
If that is the limit of Android's capacity, navigating though rooms would be impossible. It's only designed to navigate through wide open roads.
