If you are non-rooted: You generally have to wait until HTC makes an upgrade available to your carrier. The carrier does their own tests and when they approve it, they will pass the upgrade to ICS (Ice Cream Sandwich, Android 4.0) over the air (OTA).
If you choose to root: It all depends on the development community for your device. If a ROM that is based off of ICS is developed for your device, you can then install it onto your device and have ICS.
There are very few fully functional ICS ROMs available for any phone. I don't even think Cyanogenmod is 100%, yet. But you can always check the root subforum for your device for updates.
