Android version compatibility

I want to buy a tablet but am on a budget. I want a Samsung tablet but dont know if I need to get 3g or not as I want to be able to download when I am out and about. I thought to myself, hello, I have a Samsung Galaxy S phone (yeah I know it's old) with 3g capability so why don't I download the app. I want on to that and just transfer it to the tablet. But, will the older version of android on my phone be able to talk to and transfer apps. to the newer version of android on the tablet?

Unless you're downloading the APK from somewhere other than the Google Play Store, you can't just "download it to the phone then transfer it to the tablet". It doesn't work that way for many reasons, the primary of which is piracy.

That said, there ARE places you can download APKs for free apps, i certainly wouldn't for a paid app though.
