Android virtual machines on Android

Silly question, but still wanted to ask it. I was searching the internet a little and thought of the following: We have computers with lots of different OSes that can emulate each other with lots of programs. When running Windows OS, I can emulate almost every OS we know, providing I have a good processor and enough RAM.
I see options to even run Windows 95 and 98 OSes on Android, why would it not be possible to emulate an Android OS on Android? Yes, another version of Android running on your own Android Phone. For a lot of phones, there are custom versions of Android that can be installed when doing some adaptations with your Phone. It would be nice to test them out without any need to hack your Phone. In addition to that, you might want to test some apps that could brick your Phone, or use apps that can't be used on your current Android version.

I know it would not be possible to run Windows XP smoothly or something, I'm just wondering if I could emulate another version of Android on my Android Phone. And, if it would react to my touch, like a normal Phone would do. Another version of the OS that you're running, using the same input.
