Can anyone tell me how to install the Android package app

[Hadron]

Can you explain what you mean by "the android package app"?

Where you can manage your apps

Pretty much all Android phones have a built-in App Manager. Look in Apps and Notifications.
Should have ability to set permissions, clear cache, data, uninstall and other functions.

And that is just part of the system settings. It's not a separate download.

Package installer? That is the app that installs every app you download.
Every phone needs this in order to install apps on your phone.
