People hang out in there, and when no one needs help - or no one is able to help - they chat. We've had isolated problems but we do what we can to curb it.
 
Oh I here ya, friendly banter is nice and all but its been worse than that. Some people saying stuff that would have got them banned out here. Just a heads up I guess.
