Annoying static sound in background with headphones connected

I'm getting rid of my iPod and transferring all of my music to my ZTE Avail 2, but whenever I plug in headphones, there's a static noise in the background. No matter what app I'm in, what pair of headphones I use, it's always there whenever some sort of audio or video is playing. What's wrong and how can I get rid of it? Thanks for any replies.
 
Its sounding like to me its a hardware issue. If you just got the phone you may want to see about trading it back in.

You also may want to try to upload a song to something like google play music. Then see if you get the static if you do its probably a hardware issue with the headphone piece. If it doesn't have the static then it could be something with the device storage.
 
Yeah it still happens with google play music. It can't be the headphone jack because they're brand new and work fine on my other stuff, so I guess it's the phone's jack. The phone's almost a year old, and it's a no-contract phone so no insurance :/ I'm guessing there's nothing to do except get a new phone, right? Thanks for the answer.
 
When the headphone's aren't plugged in it's fine. Here is some more detail:
-It's a ZTE Avail 2 - AT&T ZTE Avail 2 3G NoContract Cell Phone Z992 - Best Buy
-I've dropped the phone a TON
-I'm rooted, but it's been happening since day one
-It happens when I have headphones connected and I recently figured out that it starts getting static-ey whenever I tap a button, audio or not, and then stops 5 seconds later. -Whenever there is audio, it's static-ey for the entire duration of the audio and then stops 5 seconds later.
-The headphones are Skullcandy Ink'd 2, brand new and work fine on every other device
-It still happens when I use other headphones
-I have a boatload of tweaks/mods installed, but again it's been happening even before that
-I have Beats Audio unofficially installed but again, I don't think that has anything to do with it because it happened even before that.
 
If I was you I would remove the beats audio and try it out beats audio isn't for every app or every phone . try it out if it don't stop you either downloaded a apk or the phone maybe broken due to the times you dropped it .
