Help Another stuck on the "x" screen issue

My wife was at work when she received her new refurbished google nexus 7 2012 (ebay purchase).
She turned it on and started playing with it.
Than she went to input a password and thought she was pressing the backspace, however she pressed the enter button.
Not remembering the password that she entered, this was a problem. When she got home our son started playing with it, it was working fine, than froze up.
Our son than thought he could fix it and told me he did a wipe/recovery. When I got the tablet it would come on, show google, than freeze at the "x".
I got my desktop computer see it (windows 7) but could not explore it. I downloaded skd manager and can use fastboot, cmd commands. I got it now that when turned on it will show it's battery condition, than google, than freeze at the "x" screen. Is it really necessary to do a total wipe and reload the operating image, or is it fixable?

If you just got it and have nothing to lose you should consider a factory reset or even better use a tool like Wug's Nexus Root Toolkit to restore a fresh complete factory image including kernel and recovery to make sure anything the previous owner did to it is negated.

You can root your nexus with the same toolkit if you so desire, but your primary focus is going to be using the tool to "stock and lock" the tablet.

Once installed select your device properly, and what firmware you want to install. 4.3 is a safe selection to make if you don't know.

Follow Wug's driver installation instructions.

After that click the Flash Stock+Unroot button with the bootloop option and follow the directions presented to you.
