Help Any fix for low headset volume on Nexus 7 2013?

I have a stock (non-rooted) Nexus 7 2013. Using the android or the MX player the headset volume on max is not very loud when I am in a noisy environment. Searching the two threads here and google it seems like the apps that exist for non rooted didn't work as of August. Has any fix been found without rooting? The volume is just too low.
 
I had the same problem till I went into settings and increased the volume there, not just the volume rocker. It worked and it's pretty loud now!

I already had volume at max in settings. I do not think this is a different setting than the volume rocker. One thing did help however. My Nexus 7 was upgraded last week from Jelly Bean to Kit Kat. This changed the volume options from 1-15 to 1-30. I do not believe 30 is twice as loud as 15 but it is louder than 15.

What are you referring to 1-15 vs 1-30. There is no option in the volume settings unless are you actually counting the ticks?
 
I must have. Not much of an expert on this but I thought the change happened within minutes of the upgrade. i must be mistaken
