I know it's been mentioned OpenStreetMap still needs a lot of work, but if cost is an issue, it looks like there are several free offline GPS apps that use OpenStreetMap:

edit: I just tried Navit, and it's not ready for use at all right now. You can't type in addresses, the interface is missing quite a bit, and it's incredibly slow. But it's being actively developed and looks promising.
