Any way to freeze the Notification Panel items?

This is very annoying. I have 3-4 thing in my notification panel. Battery Pro, the weather etc. When i receive a SMS, i drop down the menu and as soon as i click on the SMS, sometime the system is faster than me and reshuffle the item because the Weather Refreshed so it pop in as the first item and registrer my click on this.

This happened with Gingerbread also, but my older phone was way slower so most of the time i had time to press the correct item.

I would like them to say in their position, and refresh if necessery, but stay there without moving unless i clear the panel of unwanted items..
 
I believe this is a limitation of the Android OS.

When a notification icon is "updated" it clears the old notification and pushes a new notification to the bar therefore putting it at the top as it is actually the newest notification.

I will look into this a bit more later, but from what I know there is no way to currently do this.
