Anyone else's bill increase for November?

I've been on my contract since Jan 2010, and my bill has always been $67. This month's bill came and it's for $70.22. The difference appears to be an added charge for "Effect of City Tax". Not actual taxes, but for the affect of them. Seems fishy.
