In general, GPS receivers come up with a fix in a hurry if you haven't moved much from where the receiver was before it was powered down and not much time has gone by (meaning no big changes in the satellite constellation). If you're powering up the GPS only occasionally and you've moved around a lot, expect longer time to fix. Also, how well can the receiver see the satellites? It's easier to get a fix in an open field than in the middle of a city.
So... could be it's the DINC2, but it could be it's just GPS being odd.
