Anyone know difference of unlocked and SIM FREE?

Hi I would like to buy a PAYG Android and the thing is that there is a network called SIM Free. Cant all phones just be SIM free by unlocking them?

Correct. If you have a phone unlocked, it becomes sim free

what do you mean by sim free? Free to use any sim or free to use without the need of a sim.
