Help Anyone know which app is causing these popups?

It starts out as a red circle with a white eye in the middle. When I touch it it opens into an ad. Ive checked apps that can draw over the screen and cant find it. No new apps either and this just started. Ive tried malware, norton and trust go and just cant find it PLEASE HELP
